Projects & Energy
Structuring and advisory support for infrastructure, power and energy projects from development through to operation.
Projects & Energy overview
Pakistan’s power sector has been unbundled from a single vertically integrated utility into separate generation, transmission and distribution functions since the 1990s, and every part of that structure now answers to a specific regulator. Generation, transmission and distribution licensing and tariff determination fall to the National Electric Power Regulatory Authority under the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997, as amended in 2018 to provide a legal basis for a competitive electricity market. The midstream and downstream oil and gas sector — transmission, distribution and marketing of gas and petroleum products — is regulated separately by the Oil and Gas Regulatory Authority under the OGRA Ordinance, 2002. On the private investment side, the Private Power and Infrastructure Board, established as a statutory body under the Private Power and Infrastructure Board Act, 2012, remains the one-window facilitator for private power projects, and since 2023 has also absorbed the mandate of the former Alternative Energy Development Board for renewable and alternative energy projects following their merger. Larger infrastructure projects — roads, mass transit, and similar public-private partnerships — are structured under the Public-Private Partnership Authority Act, 2017 and its provincial counterparts, typically on a BOT or similar concession basis. KBL & Associates advises sponsors, lenders and public sector counterparties through this layered regulatory structure, from initial project structuring and offtake negotiation through to the licensing and tariff petitions the relevant regulator will require before a project can actually generate revenue.

Other practice areas
Overseas sponsors and EPC contractors
Project structuring, regulator licensing and construction contract review are instructed by sponsors, lenders and contractors based abroad. Local filings before NEPRA, OGRA and the provincial authorities are handled without the sponsor travelling.
Overseas instructions are a routine part of the firm’s work rather than an exception. Where a matter also touches family law — guardianship, succession or a child’s documents — it is handled by the same firm rather than referred out.
