Does your country’s apostille work in Pakistan?
A country-by-country table for overseas Pakistanis signing a power of attorney, affidavit or other document for use in Pakistan — including the countries where the answer is no.
Short answer. Pakistan has been a party to the Hague Apostille Convention since 9 March 2023, so a document apostilled in most member countries is accepted in Pakistan without further attestation. The exceptions matter: Germany, the Netherlands, Denmark, Greece, Austria, Finland, Poland and the Czech Republic objected to Pakistan’s accession, so the Convention does not operate between them and Pakistan; and the UAE, Qatar and Kuwait are not parties. From those countries, documents go through a Pakistani mission or, for a power of attorney, NADRA’s online system.

Status checked against the HCCH status table and published objections, 22 September 2026. Treaty status can change; we re-check before relying on it in a live matter. Mission lists are the principal offices, not exhaustive.
Also objected, for completeness.
- Austria, Finland, Poland and the Czech Republic also objected to Pakistan’s accession. Pakistanis living there should use the Pakistani mission or NADRA’s online power of attorney.
- A state can withdraw an objection later. Several have done so for other countries in the past, so the list is re-checked before we rely on it.
Questions about apostille and attestation.
Germany, the Czech Republic, Poland, Austria, Finland, the Netherlands, Denmark and Greece lodged objections between October 2022 and January 2023. Under Article 12 of the Convention, it therefore does not operate between Pakistan and those states.
No. The UAE, Qatar and Kuwait are not parties. Saudi Arabia (from 7 December 2022), Oman and Bahrain are parties and raised no objection to Pakistan.
They are required to accept a valid apostille from a country where the Convention operates with Pakistan. In practice some registrars and courts still prefer a power of attorney attested at a Pakistani mission, and staff at individual offices do not always know the rule. We check the office that will receive the document before you sign.
The Ministry of Foreign Affairs in Pakistan issues apostilles for Pakistani public documents. That apostille is not accepted by the eight objecting states, which require their own embassies in Islamabad to legalise or verify Pakistani documents.
